You're doing great! I don't know if I took any part in bringing you to the point when you are actually determined to finish a project. But if I did influence you in some way, then I'd like to shout out:
"YEARS OF WASHING YOUR BRAIN HAVE STARTED TO PAY OFF FINALLY!!"
This is progress indeed!

About the included picture: the male (I hope it is male) is proportional, although
1) The cloak looks flat to me, so you could shade it harder (because impression of 3D can be made using shading). Between the wrinkles the shading should be particularly hard.
2) His ass is tilted too much to the viewer, which makes him appear in a cork-screwed pose, where he's facing away, and his head is facing to the left. If that's what you intended, then... you damn succeeded in bringing your vision to us.

Now about the female (no doubt it's female):
1) I have found a way to measure the actual height of her head, I used it in my method to determine proportions and I discovered that her torso is too short. It should be +1/4 longer (so the belt and the legs need to be moved down). Or you can instead make her legs shorter. That way you will create a really short, although still proportional, female. But then she will need to stand lower on the picture, due to the male being normal height.
2) Her fingers are all of the same length, but pinky should be shorter and the middle finger needs to be longer.

So you used curved lines in this work. Hm.. let's consider it an improvement. Now watch out for:
1) If a character's head is partially hidden behind something, you need to still determine the height of the head to measure proportions. A good way to "guess" the head's height is to sketch it (you may use imagination so as not to screw the paper with unnecessary sketching) in full shape and form despite it being under something and then measure the height with some tool, like... fingers of your own hand.
2) So yeah, the hands still need work. The finger lengths.
3) Aaaand harder shading. I promise it will only look better.
